What is final year fees free

Starting tertiary study or work-based learning for the first time? Final-year Fees Free may help reduce the cost of your training. This Government initiative covers the fees for the final year of your first eligible qualification or up to two years of work-based learning, up to a maximum of $12,000.

How do payments work

You will still need to pay your fees when you enrol; a student loan can help cover these costs. Learn more and apply via StudyLink’s Student Loan Page

From 6 October 2025, Inland Revenue (IRD) will manage the final-year Fees Free scheme. For the most up-to-date information on eligibility, timeframes and how to apply, visit IRD Fees Free

How eligibility is assessed

ATNZ cannot assess your eligibility for this Government scheme; eligibility will be evaluated through IRD when you complete your first qualification or programme. Applications will be made through myIR from 15 January 2026.

Important information

To qualify, you’ll need to meet criteria such as residency requirements, prior study/training rules, and that you haven’t used Fees Free before. Once you finish your qualification, you’ll generally have 12 months to make your claim (or until the end of 2026 if your completion is in 2025).

Important: ATNZ apprenticeship training programmes currently have no training fees, so apprentices do not pay fees to ATNZ.

If you undertake other tertiary study or training (outside ATNZ apprenticeship), final-year Fees Free may be available — but only for eligible programmes. If you don’t complete your course or meet eligibility, you won’t be able to receive the benefit. Always check IRD Fees Free for the latest information.
